Humongous 'Heroes' Spoilers

Out of the Museum of Television and Radio's Paley Festival was a panel about "Heroes," and creator Tim Kring gave pretty big details about what's going to happen in the show's return from hiatus April 23. If you don't want to be spoiled, bail out now.
In the next episode, ".07%," Linderman continues the seduction of Nathan Petrelli and tells him some key things:
Linderman himself has powers and used to belong to a group of similarly superpowered people who aimed to do good but drifted from their goal (at least from his perspective.)
And secondly, Linderman anticipates the bombing of New York will help drive the world to a more golden age. And Nathan will be key to getting it there. As proof, he shows Nathan a painting by Isaac (supposedly) showing Nathan in the Oval Office. The .07 percent refers to the share of the world's population that New York is.
Very interesting developments.
I wonder what Linderman's power is (besides his pot-pie making ability) and if/when we'll see these older heroes and get a fuller explanation of what made them fail. Is Hiro's dad one of them?
It's also unclear if Linderman is actively assisting in the bombing of New York or just is positioning himself to take advantage of it. Sci Fi seems to think he's actually behind it. But that seems a little far-fetched that he could control all the pieces.
Overall, though, the turn of events seems a little too close to "Watchmen," the classic Alan Moore graphic novel. In that story, the genius crimefighter Ozymandias came up with a scheme to unite mankind by creating an alien invasion hoax that destroyed much of New York. He achieved at least temporary success in doing so.
From what I recall, "Watchmen" is one of the few comics that Kring is familiar with.
